The Central Commission for the Navigation of the Rhine (CCNR) has taken a decisive step to ease navigation regulations on the Rhine, with a <a href="https://www.ccr-zkr.org/files/documents/cpresse/cp20241205en.pdf">resolution approved</a> during its plenary session on 5 December 2024. This decision reduces the number of stretches identified as presenting specific risks, from the Iffezheim locks (km 335.92) to the Spyck ferry (km 857.40), to just two key stretches:

Upper Rhine: km 335.66 (Wintersdorf road bridge) to km 425.00 (Mannheim).

Middle Rhine: km 498.00 (Mainz/Mainz-Kastel road bridge) to km 592.00 (Koblenz, mouth of the Moselle).

This change, effective 1 July 2025, marks a significant reduction in the regulatory burden for Rhine captains and aligns with the CCNR’s focus on balancing safety with addressing the evolving challenges of the maritime labour market.

This regulatory shift follows an examination by German authorities, which concluded that advances in navigation technology – such as Inland ECDIS and superimposed radar imaging – have mitigated risks on many sections of the Rhine. Additionally, clearer waterway markings have enhanced safety, further supporting the reduction of high-risk designations.

While many stretches of the Rhine will no longer require specific authorisation, the Upper Rhine and Middle Rhine remain designated as stretches with specific risks. Navigating these stretches will still require inland captains to complete additional competence requirements, ensuring safety remains paramount in high-risk areas.

The CCNR has introduced a leniency measure during the transition period from 5th of December 2024 till the 1st of July 2025. Rhine captains will not be penalised for lacking specific authorisation to navigate stretches that will no longer be classified as high-risk. This temporary measure ensures that maritime professionals can adapt to the new framework without immediate pressure.

A service booklet is

a personal document that officially records your sailing time, certifications,
and voyages. This is not only important for demonstrating your experience but
also for advancing your career in the inland shipping industry. In this
article, we explain what a service booklet is, why you need it, and how to get
one.

A service booklet is <a href="https://business.gov.nl/regulation/navigation-licence-navigation-permit/">mandatory</a>
for crew members of inland vessels, except for the skipper. It is an official,
internationally recognized document that includes:

Personal information: such as medical declarations and contact
 details.

Professional qualifications: certificates and diplomas, such as the
 Rhine Patent, ADN specialist, or LNG specialist.

Sailing days and voyages: to prove your experience.

The service booklet is
not just useful but often required when applying for a license or certificate.

Records Your Sailing Time:
 Your sailing time determines your role and qualifies you for exams or
 certifications. For a complete (sailing) year, at least 180 sailing days
 must be recorded.

Career Development:
 If you aim to advance to higher roles, such as skipper, helmsman, or
 engineer, a service booklet is essential to prove your experience.

Certifications and Permits:
 A service booklet is necessary for certifications like LNG, ADN
 specialist, and the Rhine Patent. It also records voyages required for

Applying for a service
booklet is straightforward:

For crew members: If you don’t have one yet, you can apply
 through <a href="https://sabni.nl/vaardocumenten/dienstboekjes/algemene-informatie-dienstboekje/">SAB</a>.
 Documents such as copies of diplomas and a medical certificate are
 required.

For skippers: There is a separate service booklet for
 skippers, which also records sailing time for additional certifications or
 permits.

Filled in by the Skipper:
 While working, hand your service booklet to your vessel’s skipper. They
 will record the details of your trips, including departure and final
 destinations. This must be done before the next trip begins.

Inspection and Stamping:
 At least once a year, your service booklet must be inspected and stamped
 by an authorized authority. Don’t forget to bring a copy of your sailing
 time logbook for verification.

New Regulations for the Rhine and Elbe Coming Soon

Germany and
the Central Commission for the Navigation of the Rhine (CCR) are working on
plans to improve accessibility on the Rhine and Elbe. Until now, skippers
needed a special license, or “patent,” for certain high-risk sections to ensure
they were well-versed in the challenges of these rivers. However, with improved
technology and clearer waterway markings, this additional licensing is becoming
less necessary. The CCR will make a final decision on December 5, 2024,
regarding the potential removal of these patents for specific sections of the
Rhine and Elbe.

If the
proposal is approved, the new regulations for the Rhine will take effect on
July 1, 2025. For the Elbe, implementation will take a few more months due to
additional adjustments required in German regulations.

On the Rhine, the patent will only be required for two specific sections: the Upper Rhine stretch between Wintersdorf and Mannheim (kilometers 335.66 to 425) and the stretch between Mainz-Kastel and Koblenz (kilometers 498.45 to 592). For other parts of the Rhine, skippers will no longer need a patent. This marks a significant shift, as the initial 520 kilometers of designated risk sections will be reduced to only 185 kilometers where a patent is still required. Similarly, on the Elbe, the patent will only be required on a few short sections around Dresden, Magdeburg, and near the mouth of the old Löcknitz.

Transition Period and New Examination Rules

For skippers who would typically be required to obtain a patent, certain changes apply during the transition period. Between the CCR's decision on December 5, 2024, and the official implementation of the new regulations in 2025, skippers will not face penalties for navigating without a patent on sections where it has been abolished. They will also not need to take exams for these sections; those already registered for exams will be notified.

The Rhine examination structure will also be updated. Oral exams will continue through February 2025. Starting in March 2025, exams will be written or electronic, and candidates must score at least 80% to pass. Oral exams for the Elbe, Danube, and Upper Weser will remain unchanged for now.

Research shows that enhanced waterway markings and modern navigation technologies such as radar overlay and Inland ECDIS have made the Rhine and Elbe significantly safer. As a result, the extra license is no longer necessary in many areas. Additionally, the rivers themselves have become easier to navigate due to deepening and widening efforts. The shipping industry has responded positively to the elimination of these patents, as it allows more flexibility in crew deployment and reduces costs.

This easing of regulations is welcome news for captains with a <a href="https://thejobwave.com/blog/river-captain-skipper-licenses-and-certificates-eu">B-patent</a>, as they can now operate up to Koblenz without needing an additional patent. Previously, only captains with a Rhine patent could navigate these sections, leading to a limited pool of captains and often high rates. With these changes, costs for replacement captains on these routes are likely to decrease, which benefits both the industry and efforts to address the captain and crew shortage.

There are many open
positions for barge captains, as well as for sea captains. Although both
professions share some similarities, there’s a significant difference between
the worlds of inland captains and sea captains. It’s often jokingly said that
an inland captain gets nervous when they can’t see land, while a sea captain
gets nervous when they do see land.

Due to the specific
skills and experience required for each type of waterway, it’s not easy for a
sea captain to transition to inland shipping or vice versa. You’ll often need
to start over as a deckhand to gain the necessary experience. In this article,
we’ll focus specifically on the role of an inland barge captain.

As a captain, you’re
in charge of the ship and lead the crew. You’re responsible for everything that
happens onboard, from navigation to the safety of the crew and passengers—it’s
all on your shoulders. You also handle maintenance, such as performing repairs
and checking the engine while sailing. Additionally, you oversee the loading
and unloading of goods and manage administrative tasks. And of course, let’s
not forget— skip, you steer the ship! It’s a versatile and challenging job that
requires leadership and quick decision-making.

Formally, the term
"captain" is often used, but in regulations, "skipper" is
the preferred term. Informally, in inland shipping in Europe, the
owner-operator of a vessel is called a “skipper,” while someone employed by a
shipping company is referred to as a “captain.” Relief captains (temporary
replacements) are also referred to as captains. When there are two captains on
board, such as in 24-hour operations, they are usually referred to as the first
(1st) captain and the second (2nd) captain, with the 1st captain holding
ultimate responsibility.

rivers, lakes, and canals. While the licensing requirements may not be as
comprehensive as those for ocean-going captains, one must possess a solid
understanding of the regulations, navigation, and vessel management specific to
inland waterways. Let's explore the essential licenses.

Skipper License A / A-Patent / Groot Vaarbewijs A (GVB-A)

Holding this license
allows you to navigate any inland waterway, including seaward boundaries such
as the Waddenzee, the Zuid-Holland and Zeeuwse streams, and the IJsselmeer.
However, for certain rivers like the Danube, Elbe, Rhine, and Weser (Above Minden),
you'll need additional certifications demonstrating your "local
knowledge" of these waterways.

Skipper License B / B-Patent / Groot Vaarbewijs B GVB-B) / Unions Patent
(UB)

The B-Patent authorizes
both commercial and non-commercial vessel operation on inland waterways up to
seaward boundaries. Additional local knowledge certifications are required for
specific rivers like the Danube, Elbe, Rhine, and Weser (Above Minden).

In addition to your
navigation license, obtaining a radar patent is crucial for navigating using
radar technology. This patent enables navigation on all Dutch inland waters and
the entire Rhine using radar. Given the variable conditions and common low visibility

Consequently, highly skilled and experienced captains have the leverage to dictate their remuneration due to the scarcity of such professionals.

But with more ships, one might think, there would be more captains, right? Doesn't this jeopardize the competitive nature of inland shipping against alternative transport modes such as road and rail?

Meindert Boxhoorn: Yes and no. Smaller ships, or those designed for shallow waters, ensure that shipping companies can reliably transport substantial cargo loads even during the summer season. Last summer, many companies found themselves unable to promptly switch their transport mode, relying solely on inland barges that transported a mere 10% of their maximum capacity. This significantly raised the per-ton cargo transportation costs. Smaller, shallow-water barges bolster our position as a dependable transport solution year-round, be it summer or winter. In relative terms, the number of crew members aboard a barge and the labor costs per metric ton transported are far lower than road transport.

maritime training centers offer courses to help candidates prepare for Marlin’s

The test costs 20 US dollars and it’s non-reimbursed by any company. The
candidate can pay by credit card or PayPal and after the confirmation, one
access key will be sent to the registered email. Also, some manning agencies in
India, Philippines and Brazil offer the test to be done at the agency by paying
in the local currency.

The normal test will have 50
questions and needs to be completed under thirty minutes. (On a side note,
besides having a countdown, there’s not an actual time limit. Just to let you
know that if you go over those 30 minutes, you score starts to drop.)
