New Regulations for the Rhine and Elbe Coming Soon

Germany and
the Central Commission for the Navigation of the Rhine (CCR) are working on
plans to improve accessibility on the Rhine and Elbe. Until now, skippers
needed a special license, or “patent,” for certain high-risk sections to ensure
they were well-versed in the challenges of these rivers. However, with improved
technology and clearer waterway markings, this additional licensing is becoming
less necessary. The CCR will make a final decision on December 5, 2024,
regarding the potential removal of these patents for specific sections of the
Rhine and Elbe.

If the
proposal is approved, the new regulations for the Rhine will take effect on
July 1, 2025. For the Elbe, implementation will take a few more months due to
additional adjustments required in German regulations.

On the Rhine, the patent will only be required for two specific sections: the Upper Rhine stretch between Wintersdorf and Mannheim (kilometers 335.66 to 425) and the stretch between Mainz-Kastel and Koblenz (kilometers 498.45 to 592). For other parts of the Rhine, skippers will no longer need a patent. This marks a significant shift, as the initial 520 kilometers of designated risk sections will be reduced to only 185 kilometers where a patent is still required. Similarly, on the Elbe, the patent will only be required on a few short sections around Dresden, Magdeburg, and near the mouth of the old Löcknitz.

Transition Period and New Examination Rules

For skippers who would typically be required to obtain a patent, certain changes apply during the transition period. Between the CCR's decision on December 5, 2024, and the official implementation of the new regulations in 2025, skippers will not face penalties for navigating without a patent on sections where it has been abolished. They will also not need to take exams for these sections; those already registered for exams will be notified.

The Rhine examination structure will also be updated. Oral exams will continue through February 2025. Starting in March 2025, exams will be written or electronic, and candidates must score at least 80% to pass. Oral exams for the Elbe, Danube, and Upper Weser will remain unchanged for now.

Research shows that enhanced waterway markings and modern navigation technologies such as radar overlay and Inland ECDIS have made the Rhine and Elbe significantly safer. As a result, the extra license is no longer necessary in many areas. Additionally, the rivers themselves have become easier to navigate due to deepening and widening efforts. The shipping industry has responded positively to the elimination of these patents, as it allows more flexibility in crew deployment and reduces costs.

This easing of regulations is welcome news for captains with a <a href="https://thejobwave.com/blog/jobwave-explains-captain-skipper-licenses-and-cert">B-patent</a>, as they can now operate up to Koblenz without needing an additional patent. Previously, only captains with a Rhine patent could navigate these sections, leading to a limited pool of captains and often high rates. With these changes, costs for replacement captains on these routes are likely to decrease, which benefits both the industry and efforts to address the captain and crew shortage.

Nieuwe
regels voor de Rijn en Elbe in aantocht

Duitsland en de Centrale Commissie voor de
Rijnvaart (CCR) werken aan plannen om de vaart op de Rijn en Elbe makkelijker
te maken. Tot nu toe moesten schippers op bepaalde risicotrajecten een speciale
vergunning, ofwel een "patent," hebben. Deze patenten waren vooral
bedoeld om te zorgen dat schippers goed op de hoogte zijn van de moeilijkheden
op de rivier. Maar dankzij verbeterde technologie en duidelijkere markeringen
op het water is die extra vergunning steeds minder nodig. Op 5 december 2024
zal de CCR een definitief besluit nemen over het afschaffen van de patenten
voor bepaalde delen van de Rijn en Elbe.

Als het voorstel wordt goedgekeurd, gaan de
nieuwe regels op 1 juli 2025 in op de Rijn. Voor de Elbe duurt het nog een paar
maanden langer, omdat er extra aanpassingen nodig zijn in Duitse regelgeving.

Op de Rijn blijft het patent straks alleen
verplicht op twee specifieke trajecten: het stuk Oberrhein tussen Wintersdorf en
Mannheim (van kilometer 335,66 tot 425) en het stuk tussen Mainz-Kastel en
Koblenz (van kilometer 498,45 tot 592). Op andere delen van de Rijn hoeven
schippers dan geen patent meer te hebben. Dit maakt een groot verschil, want
van de oorspronkelijke 520 kilometer aan risicotrajecten op de Rijn blijft er
maar 185 kilometer over waar een patent nodig is. Ook op de Elbe wordt het
patent alleen op een paar korte stukken rond Dresden, Maagdenburg en bij de
monding van de oude Löcknitz nog vereist.

Voor schippers die normaal gesproken hun
patent zouden moeten halen, verandert er ook iets in de overgangsperiode.
Tussen de beslissing op 5 december 2024 en de officiële invoering van de nieuwe
regels in 2025, krijgen schippers geen boetes als ze zonder patent varen op de
trajecten waar dat patent afgeschaft wordt. Ook hoeven ze geen examen meer te
doen voor deze stukken; wie zich al heeft ingeschreven, krijgt hierover
bericht.

De examenstructuur voor de Rijn krijgt een
update. Tot eind februari 2025 blijven de examens mondeling. Vanaf maart 2025
worden ze schriftelijk of elektronisch en moeten kandidaten minimaal 80% van de
vragen goed beantwoorden om te slagen. Voor de mondelinge examens op de Elbe,
Donau en Boven-Wezer verandert voorlopig niets.

Uit onderzoek blijkt dat de Rijn en Elbe dankzij verbeterde markeringen en moderne navigatietechnologieën zoals radar-overlay en Inland ECDIS een stuk veiliger zijn geworden. Hierdoor is de extra vergunning op veel plekken niet meer noodzakelijk. Bovendien zijn de rivieren zelf door uitdiepingen en verbredingen makkelijker begaanbaar geworden. De scheepvaartsector reageert positief op het afschaffen van de patenten, omdat het varende personeel breder ingezet kan worden en de kosten dalen.

Deze versoepeling is goed nieuws voor kapiteins met een groot vaarbewijs, omdat zij nu zonder extra patent tot aan Koblenz mogen varen. Voorheen waren hier alleen schippers met een Rijnpatent actief, waardoor er een beperkte groep kapiteins beschikbaar was en de tarieven vaak hoog lagen. Door de veranderingen zullen de kosten voor vervangende kapiteins op deze trajecten waarschijnlijk dalen, wat een gunstig effect heeft voor zowel de sector als voor het oplossen van het schippers- en personeelstekort.

the worlds of inland captains and sea captains. It’s often jokingly said that
an inland captain gets nervous when they can’t see land, while a sea captain
gets nervous when they do see land.

skills and experience required for each type of waterway, it’s not easy for a
sea captain to transition to inland shipping or vice versa. You’ll often need
to start over as a deckhand to gain the necessary experience. In this article,
we’ll focus specifically on the role of an inland barge captain.

As a captain, you’re
in charge of the ship and lead the crew. You’re responsible for everything that
happens onboard, from navigation to the safety of the crew and passengers—it’s
all on your shoulders. You also handle maintenance, such as performing repairs
and checking the engine while sailing. Additionally, you oversee the loading
and unloading of goods and manage administrative tasks. And of course, let’s
not forget— skip, you steer the ship! It’s a versatile and challenging job that
requires leadership and quick decision-making.

Formally, the term
"captain" is often used, but in regulations, "skipper" is
the preferred term. Informally, in inland shipping in Europe, the
owner-operator of a vessel is called a “skipper,” while someone employed by a
shipping company is referred to as a “captain.” Relief captains (temporary
replacements) are also referred to as captains. When there are two captains on
board, such as in 24-hour operations, they are usually referred to as the first
(1st) captain and the second (2nd) captain, with the 1st captain holding
ultimate responsibility.

vaardigheden en ervaring die elk type vaargebied vereist, is het niet eenvoudig
om als zeevaartschipper over te stappen naar de binnenvaart, of andersom. Vaak
moet je opnieuw beginnen als matroos om de nodige ervaring op te doen. In dit

Als schipper ben jij de baas
aan boord en leid je de bemanning. Je bent verantwoordelijk voor alles wat er
op je schip gebeurt. Van de navigatie tot de veiligheid van de opvarenden, het
komt allemaal op jouw bordje. Ook houd je je bezig met het onderhoud, zoals het
uitvoeren van reparaties en het checken van de motor tijdens het varen.
Daarnaast regel je het laden en lossen van goederen en zorg je voor de
administratie. En natuurlijk niet te vergeten: jij bestuurt het schip! Het is
een veelzijdige en uitdagende baan die vraagt om leiderschap en snelle
beslissingen. 

Hier wordt het wat ingewikkelder. Deze twee
titels lopen door elkaar heen. In formeel gebruik wordt vaak gekozen voor kapitein,
maar in wet- en regelgeving wordt weer schipper gebruikt. Daar staat tegenover
dat de mbo-niveau 3 opleiding de schippersopleiding is, en de MBO-niveau 4 de
kapiteinsopleiding is.

In informeel gebruik in de binnenvaart wordt de
varende eigenaar “schipper” genoemd, en de gezagvoerder in loondienst van de
rederij een “kapitein”. Ook aflossers (tijdelijke vervanging) worden als kapitein
aangeduid.

Als er twee kapiteins aan boord zijn omdat het schip bijvoorbeeld
in de B-vaart is (24-uurs vaartijd) wordt er meestal gesproken over een eerste (1e)
kapitein en een tweede (2e) kapitein. Hier is de 1e
kapitein eindverantwoordelijk.

rivers, lakes, and canals. While the licensing requirements may not be as
comprehensive as those for ocean-going captains, one must possess a solid
understanding of the regulations, navigation, and vessel management specific to
inland waterways.

Skipper License A / A-Patent / Groot Vaarbewijs A (GVB-A)

Holding this license
allows you to navigate any inland waterway, including seaward boundaries such
as the Waddenzee, the Zuid-Holland and Zeeuwse streams, and the IJsselmeer.
However, for certain rivers like the Danube, Elbe, Rhine, and Weser (Above Minden),
you'll need additional certifications demonstrating your "local
knowledge" of these waterways.

With Skipper License A,
you can operate:

Skipper License B / B-Patent / Groot Vaarbewijs B GVB-B) / Unions Patent
(UB)

The B-Patent authorizes
both commercial and non-commercial vessel operation on inland waterways up to
seaward boundaries. Additional local knowledge certifications are required for
specific rivers like the Danube, Elbe, Rhine, and Weser (Above Minden).

With Skipper License B,
you can captain:

In addition to your
navigation license, obtaining a radar patent is crucial for navigating using
radar technology. This patent enables navigation on all Dutch inland waters and
the entire Rhine using radar. Given the variable conditions and common low visibility
scenarios on these waterways, radar navigation skills are invaluable.

Aside from safely
maneuvering your vessel, you must also understand basic communication rules
with other ships, locks, and ports. A basic VHF (Marifoon) certification for
inland shipping communication ensures clear and effective communication across
waterways.

Frequent transport of
hazardous materials on the Rhine and Danube requires expertise certified by the
European Agreement concerning the International Carriage of Dangerous Goods by
Inland Waterways (ADN). &nbsp;This training covers safety guidelines,
emergency protocols, and operational regulations specific to dangerous goods,
including basic, chemical, and gas cargoes.&nbsp; One always first needs to get the&nbsp;ADN-B&nbsp;which stands
for basic. Then one is allowed to acquire the&nbsp;ADN-C&nbsp;for
Chemicals and&nbsp;ADN-G&nbsp;for gases.

Additional Certifications for Specific Waterways

Certain rivers or
stretches of European waterways demand additional certifications due to their
treacherous nature. These certifications complement the basic Skipper Licenses
A and B. Here are four noteworthy ones:

Highly valuable, the
Rhine Patent is essential for captains navigating Europe's inland shipping
highway. Many modern large tankers along the Rhine require captains to hold
this license. The German part of the Rhine is divided into seven sections, each
are called a “Strecke” and mostly defined by a major port or town. Navigating
these sections often necessitates passing separate tests and acquiring at least
the first five sections to navigate from Dutch ports to Mainz in Germany.

Flowing through ten
countries, the Danube is a vital waterway for international trade. The Danube
Patent certifies your adeptness in piloting vessels along its multifaceted
routes. It comprises a collection of endorsements, each corresponding to
different river sectors. Captains must pass rigorous examinations evaluating
their knowledge of Danube navigational regulations, waterway signs, and
environmental conditions. The patent requires periodic renewal to stay updated
on navigation techniques and safety regulations.

The Elbe River links
central Europe to the North Sea, serving as a vital maritime route. To navigate
its diverse conditions, captains must hold an Elbe Patent. Obtaining this
patent involves passing examinations on river-specific legislation, vessel handling
under varying weather conditions, and managing cargo specific to the region's
trade. Additionally, captains are evaluated on emergency procedures and
environmental protection measures to safeguard the river's ecosystem.

The Wesel region boasts
a network of waterways crucial to the Rhine-Ruhr industrial region. Navigating
this region is highly strategic. The Wesel Patent is specialized for captains
operating in its intricate waterways. It requires proficiency in local navigation
rules, bridge and lock operations, and managing traffic density. The
certification process includes practical and theoretical assessments covering
vessel handling in confined waterways, logistical coordination, and up-to-date
knowledge of regional commercial laws.

Vaarbewijs A (GVB-A)

Met deze licentie mag je op elk binnenwater
varen, inclusief zeewaardige grenzen zoals de Waddenzee, de Zuid-Hollandse en
Zeeuwse stromen, en het IJsselmeer. Voor bepaalde rivieren zoals de Donau,
Elbe, Rijn en Weser (boven Minden) heb je echter extra certificaten (ook wel patenten
genoemd) nodig die aantonen dat je over "lokale kennis" van deze
waterwegen beschikt.

Schipperslicentie B / B-Patent / Groot
Vaarbewijs B (GVB-B) / Unionspatent (UB)

Het B-Patent geeft toestemming om zowel
commerciële als niet-commerciële schepen te besturen enkel op binnenwateren tot
aan de zeewaardige grenzen. Voor specifieke rivieren zoals de Donau, Elbe, Rijn
en Weser (boven Minden) zijn ook hier de extra lokale kenniscertificaten
vereist.

Met Schipperslicentie B kun je kapitein zijn
op:

Naast je vaarbewijs is het behalen van een
radarpatent cruciaal om te mogen navigeren met behulp van radartechnologie.
Deze pas maakt navigatie mogelijk op alle Nederlandse binnenwateren en de
gehele Rijn. Gezien de variabele omstandigheden en de vaak voorkomende slechte
zichtbaarheid op deze wateren, is radar van onschatbare waarde.

Naast het veilig manoeuvreren van je schip,
moet je ook de basiscommunicatieregels met andere schepen, sluizen en havens
begrijpen. Een basis VHF (Marifoon) certificaat voor communicatie in de
binnenvaart zorgt voor duidelijke en effectieve communicatie over de
waterwegen. Je kunt dan eventueel doorgaan voor een Marcom-B certificaat, al is
dit niet nodig.

ADN-Certificaat voor Gevaarlijke Goederen

Het frequente transport van gevaarlijke
stoffen op de Rijn en Donau vereist expertise die gecertificeerd is door de
Europese Overeenkomst betreffende het Internationale Vervoer van Gevaarlijke
Goederen over Binnenwateren (ADN). Deze training behandelt veiligheidsrichtlijnen,
noodprotocollen en operationele voorschriften voor gevaarlijke goederen,
inclusief basis-, chemische en gasladingen. Je moet eerst het ADN-B (basis)
behalen, voordat je verder kunt met ADN-C voor chemische stoffen en ADN-G voor
gassen.

Aanvullende Certificaten voor Specifieke Waterwegen

Bepaalde rivieren of delen van Europese
waterwegen vereisen extra certificaten vanwege hun gevaarlijke aard. Deze
certificaten vullen de basis Schipperslicenties A en B aan. Hier zijn vier
belangrijke:

Zeer waardevol, het Rijnpatent is essentieel
voor kapiteins die varen op Europa’s binnenvaart-hoofdader. Veel moderne grote
tankers langs de Rijn vereisen dat kapiteins deze licentie hebben. Het Duitse
deel van de Rijn is verdeeld in zeven secties, elk genaamd een

The normal test will have 50
questions and needs to be completed under thirty minutes. (On a side note,
besides having a countdown, there’s not an actual time limit. Just to let you
